Marriage License Basics

Connecticut marriage licenses are issued by the vital records office or town clerk in the town where the ceremony will occur. After the ceremony, the officiant completes the license and returns the original to that town clerk or vital records office. Once filed, the license becomes the marriage certificate. New London County is a geographic county, but it does not have a county clerk issuing or storing countywide marriage certificates.

Certified copies can be requested from the town where the marriage occurred, the town where either spouse lived at the time of marriage, or the Connecticut State Vital Records Office. DPH says a certified copy of a marriage certificate may be purchased by anyone at least 18 years old, but spouse Social Security numbers are released only to parties to the marriage.

How to Apply

The marriage license process is town-specific. Groton requires an appointment and both individuals appearing in person. Norwich allows both parties to email the worksheet with valid photo IDs and a phone number before an appointment is made to sign and pay. New London vital records are handled by the City Clerk's Office. Use the ceremony town's instructions first because that is where the license is issued.

1. Pick the Connecticut town where the ceremony will occur.
2. Contact that town clerk or vital records office for the local worksheet, appointment, and payment rules.
3. Complete the town worksheet or application with the required personal and parent information.
4. Provide valid photo identification using the town's required method.
5. Both parties appear or complete the town's approved pre-appointment process.
6. Pay the license fee and sign the license as directed by the town clerk.
7. Give the license to the officiant for the ceremony.
8. Have the officiant return the completed original to the town clerk in person or by U.S. Mail when required.
9. Request a certified marriage certificate after the completed license has been filed.

License Application Fields

The research gives a process inventory rather than a single statewide field-by-field license form. Norwich is the clearest local example: both parties complete a marriage license worksheet, provide valid photo IDs and a phone number by email, then appear by appointment to sign and pay. Norwich also says both parties need parent names, mothers' maiden names, and parents' birthplaces.

Local Clerk Channels

Local town and city clerks are the working offices for New London County marriage licenses and certificates. Marriage and Divorce Fees

Use only documented amounts because fees vary by record type and issuing office. Connecticut DPH and town certificate fees are in the research. Norwich publishes the marriage license and certificate amounts. The research did not provide a current divorce filing fee or certified divorce decree copy fee, so those amounts should be confirmed with the Superior Court clerk handling the divorce case.

How to Find Marriage Records

A New London County marriage certificate can be requested through three channels when the facts support it: the town where the marriage occurred, the town where either spouse lived at the time of marriage, or the State Vital Records Office. DPH allows state and town mail routes and VitalChek expedited processing, with added VitalChek fees possible. For state mail orders, money orders are payable to "Treasurer, State of Connecticut"; credit cards and personal checks are not accepted for state mail orders.

For Norwich vital certificates, the city uses a Request For Vital Record Form and allows requests to be emailed with valid picture ID to norwichct.requests@cityofnorwich.org. In-person Norwich vital certificate requests are handled in City Hall Room 215. Groton's town clerk process differs because the office does not accept credit or debit cards for the marriage license process and directs applicants to call for an appointment.

State Vital Records

The Connecticut Department of Public Health State Vital Records Office is the state-level marriage certificate channel. DPH's marriage certificate page is also the public-access source for the rule that any person at least 18 may purchase a certified copy, except that spouse Social Security numbers are restricted to parties to the marriage. The State Vital Records Office handles state certificate orders, while local town offices remain the local certificate source.

How to Find Divorce Records

Divorce records use the Superior Court route, not the vital records route. DPH states that it does not maintain divorce decrees. To obtain a divorce decree or dissolution of civil union decree, contact the Connecticut Superior Court where the divorce or dissolution was granted. For New London County divorces, use the Superior Court civil/family lookup to identify the case, then contact the New London or Norwich Superior Court clerk for certified decree copies.

That routing note is the key distinction for New London County divorce records: DPH can guide requesters, but the decree comes from Superior Court.

Divorce Record Limits

Divorce cases may appear in the Superior Court civil/family case lookup, but the public case listing is not the same as the full divorce file. Sensitive documents involving children, finances, protective information, or sealed matters may be restricted. Certified decrees require the court that granted the divorce or dissolution. Older, paper-only, sealed, or non-public questions should go to the Chief Clerk's Office rather than a general web search.

For New London County court records, the Clerk of the Superior Court / Chief Clerk's Office is the relevant court contact, not a county clerk. GA 10 at New London and GA 21 at Norwich are more relevant to criminal and motor vehicle matters, while divorce is a family case route through Superior Court civil/family systems.

Marriage vs Divorce Access

Marriage certificates and divorce decrees are often searched together, but Connecticut keeps them in different systems. The certificate proves the marriage was filed with a town vital records office. The decree proves the Superior Court ended the marriage or civil union. Choosing the wrong office is the most common delay.
